Scores of delinquent customers lined up outside the offices of Philadelphia Gas Works, spurred by the utility's threat that they pay up or lose service.
Targeting households owing more than $750 for at least 90 days, the company said it would begin shutting off gas to 14,000 "chronic non-payers" who owe a total of $42 million.
