* San Fernando Valley Counseling Center in Northridge, a low-fee mental-health agency, needs volunteer counselors. A meeting about its training program will be held Saturday at 1 p.m. Information: (818) 341-1111.

* Optimist Family Foster and Adoption Services, a Los Angeles treatment and education center for at-risk youngsters, is holding a foster parent orientation March 21 from 6 to 8 p.m. in Tustin. Information: (800) 454-5561.
