State Insurance Chief Won't Run for Job

Harry Low, who was named to head California's scandal-scarred insurance department after the resignation of Chuck Quackenbush last summer, told his staff Wednesday he will not seek election to the job.

In the 15 months that remain in his term, Low said, he wants to devote his energies to rebuilding the department.

Low, a retired judge, was appointed by Gov. Gray Davis to replace Quackenbush, who was forced from office after allowing insurance companies to escape fines for mishandling Northridge earthquake claims.
