Vowing it won't tolerate hate crimes in Los Angeles, the City Council voted Tuesday to offer a $5,000 reward for information leading to the conviction of vandals who spray-painted swastikas and the words "white power" on the walls of Erwin Street Elementary School.

The graffiti was believed to have been left over the weekend.

"This is more than just vandalism. This is hate crime . . . ," said Councilman Hal Bernson.
