Greenpeace Silenced

Re ''Greenpeace to Halt Protests,'' Jan. 9: During President Reagan's term, I was arrested in Congress for shouting out my opposition to ''Star Wars.'' The charge of ''disturbing the peace'' included several hours in jail and a $100 fine. Now, almost 20 years later, I see Greenpeace, for its act of civil disobedience against ''Star Wars,'' has paid a $150,000 fine and promised not to do it again.

I'm so disappointed in Greenpeace for setting a precedent which, I'm afraid, will silence other activists in opposition to ''Star Wars.''
