Peruvian Official Quits in Protests

AREQUIPA, Peru -- Interior Minister Fernando Rospigliosi quit Wednesday, citing splits over the handling of residents' protests.

Rospigliosi announced his decision three days after Peruvian President Alejandro Toledo declared a 30-day state of emergency in Arequipa in the south, where protesters feared layoffs from a plan to sell two power companies.

Before Rospigliosi quit, Vice President Raul Diez Canseco announced that the sale would not be finalized until a court had ruled whether the action was valid.
