Starting Wednesday a 1297 copy of the Magna Carta that is usually at the National Archives in Washington, D.C., will be displayed at the visitor center at Independence National Historic Park in Philadelphia. The milestone English document, laying out key civil rights, is expected to remain there at least through spring 2003 while the National Archives room is renovated.... A road over Shasta Dam north of Redding, Calif., that has been closed since the Sept. 11 terrorist attacks is now open with restrictions, the Bureau of Reclamation said. Travelers must apply for permits at least 72 hours before arrival. The forms are available online at www.mp.usbr.gov, at the dam security office and at the Shasta-Trinity National Recreation Area office. Information: (530) 275-4253....
