Ruling Favoring Mayor Spurs Secession Threats

MADAGASCAR

Governors loyal to President Didier Ratsiraka were scheduled to formally announce the secession of their provinces from the central government, protesting a court decision that ruled his opponent, Marc Ravalomanana, the winner of a December election.

The government said five of the island's six provinces would join the declaration.
