U.S. Undersecretary of State John R. Bolton, condemned by North Korea as "human scum" for verbally attacking its leader, will not take part in nuclear crisis talks in Beijing this month, Deputy Secretary of State Richard Armitage told a news conference in Canberra, the Australian capital.
North Korea said this month that it would not deal with Bolton after he said that life in the secretive state was a "hellish nightmare." The arms control official also called Kim Jong Il a "tyrannical dictator."
"His recent comments reflect a point of view in the United States held by many," Armitage said.
