Is it true that the winner of the recall will be reimbursed by the state for his or her campaign expenses?

No. But if the recall fails, the state must reimburse Gov. Gray Davis for campaign expenses that are "legally and personally incurred," according to the California Constitution.

Gabriel Sanchez, a spokesman for Davis' anti-recall campaign committee, said that he expects to raise $15 million to $20 million for the anti-recall effort. Because the law is not specific, it's unclear how much of that total the state might eventually be required to repay. Davis has said he would not seek reimbursement.
