Councilmen Propose Plans to Ease Gridlock

Two Los Angeles city councilmen are proposing a series of plans to reduce traffic gridlock in the city, including a ban on street closures for construction during rush hour and placement of more traffic control officers at the busiest intersections.

Councilmen Tom LaBonge and Dennis Zine said Wednesday that they also will ask the council to approve a radio frequency that motorists can use for traffic information and the elevation of a Los Angeles Police Department command officer to oversee traffic issues.
