Loiterers Are Targeted by Anti-Drug Ordinance

Responding to a soaring homicide rate, Oakland authorities are supporting a law that would let police ticket loiterers who appear to be dealing drugs but are not caught in the act.

The ordinance approved Tuesday quickly drew fire from civil liberties advocates and police critics who say it gives too much power to police.
