Anaheim Officer Will Escape Charges in Wounding of Man

Prosecutors say they will not file charges against an Anaheim plainclothes officer who shot a man in the stomach during a February confrontation in the parking lot of the Crystal Cathedral, according to City News Service.

"Based on my review of the facts and the applicable law, the evidence does not warrant the filing of criminal charges," Senior Deputy Dist. Atty. Ray Armstrong wrote in a letter to Anaheim Police Chief Roger Baker on Friday.

On Feb. 20, Jeffrey Santelli, 32, who survived, had been talking to his mother, a Crystal Cathedral employee, before he was shot by Scott McManus.

Prosecutors have declined to say what they believe led to the shooting.

In 1997, the city paid $90,000 in a suit filed against McManus by Fernando Ortiz, who said he had been beaten by McManus.
