Troops and police clashed with demonstrators blocking highways over tax and income issues. Security forces managed to reopen Peru's 1,500-mile Pan American Highway, which had been cut in 64 spots by rocks and smoldering tires, Defense Minister Aurelio Loret de Mola said.
