Authorities have arrested 31 people on suspicion of conspiracy to commit insurance fraud during a three-county sweep of auto body shops.
The arrests came after a yearlong investigation by the California Department of Insurance's fraud division, the California Highway Patrol and the National Insurance Crime Bureau.
