Re "California's Prison System Needs Rehabilitation," Commentary, April 14: The rest of the headline states that "a federal takeover may be necessary to end a culture of terror and brutality."
Instead of looking at the allegations against guards, we should be looking at the assaults by inmates on guards and hard-working citizens. The inmates are in prison for a reason. Instead of making the inmates out as victims, we should hold them accountable for their actions.
