Gov. Arnold Schwarzenegger and the American Civil Liberties Union announced on Friday the settlement of a 4-year-old lawsuit that accused the state of denying low-income students basic necessities such as textbooks and trained teachers.

During an appearance with the ACLU at a South Los Angeles middle school, Schwarzenegger said the state had agreed to spend nearly $1 billion of existing education money over four years to pay for school repairs at California's lowest-performing campuses.
