Fess Parker's Deal

Re "Ex-Actor, Chumash Plan Community" (March 16), on the tentative agreement between Fess Parker and the Chumash tribe: The whole thing smells like an attempt to get around state and local planning and zoning requirements. It seems as if "Davy Crockett" couldn't get the parcel he bought back in 1998 developed the way he wanted so he's made peace with the Native Americans and wrapped the whole thing in an Indian blanket. The question is, once it's all done and -- as the article pointed out -- generates no tax revenue, who pays for services?
