The City Council on Wednesday rejected an $18-million offer from the family of the late rap star Notorious B.I.G. to settle its wrongful death lawsuit.

The rapper's family claims rap mogul Marion "Suge" Knight paid police officers to execute the 24-year-old artist. The family's suit ended in a mistrial last month when the judge accused the city attorney's office of intentionally withholding documents.
