Police arrested a neighbor in the death of a member of the mayor's cabinet.
William M. Parrot Jr., 38, was charged with first-degree murder while armed in the death of Wanda R. Alston, 45, who lived two doors away from him, District of Columbia Police Chief Charles Ramsey said.
