IN BRIEF / Los Angeles County / LOS ANGELES

The City Council agreed Tuesday to launch a 90-day effort to develop plans for increasing public financing of campaigns by candidates for city office as a way to reduce the influence of special interest money.

Council President Alex Padilla and others questioned how the city could afford the potential $25-million cost of full public financing, and whether it would give more clout to independent expenditures, but supported drafting alternatives to be submitted to voters.
