Seoul to give North food aid

South Korea agreed to send 400,000 tons of rice to North Korea despite the North's failure to meet a deadline to shut down its nuclear reactor.

Seoul attached no conditions to the aid, according to the text of an agreement reached after five days of talks in Pyongyang, the North Korean capital.

But South Korea's chief delegate, Chin Dong-soo, later said that the shipments were contingent on North Korea moving to implement a nuclear disarmament deal reached in February.
