Tijuana's ex-mayor can restart bid

Mexico's federal electoral tribunal cleared the way for Tijuana's former mayor, Jorge Hank Rhon, to resume his bid for governor of Baja California, overruling a state tribunal that had annulled his candidacy two weeks ago.

The state tribunal had declared Hank Rhon ineligible because of a state law prohibiting elected officials from running for office before completing their terms.

The federal tribunal ruled that the state law conflicted with the Mexican Constitution, which guarantees citizens the right to vote and run for office.
