Re "Scientific review endangered," Aug. 12

Discussing a Bush administration proposal that would profoundly reduce protection for endangered critters, Interior Secretary Dirk Kempthorne termed it a "narrow regulatory change" that "will provide clarity and certainty to the consultation process under the Endangered Species Act."

I reached into that sentence several times for meaning, but it eluded my grasp.

The use of language to avoid communication is a remarkable skill, and Kempthorne has nailed it.
