Two arrested in Fairfield councilman's slaying

Police have arrested two suspects in the shooting death of Fairfield City Councilman Matt Garcia.

Fairfield Police Chief Kenton Rainey said 45-year-old Gene Allen Combs of Suisun City and 33-year-old Nicole Stewart of Fairfield were arrested early Saturday.

Police are still searching for a third suspect, Henry Don Williams, a 32-year-old convicted felon.

Rainey said Combs and Stewart were booked at Solano County Jail on suspicion of murder, conspiracy and use of a firearm.

He declined to discuss a motive or to say whether Garcia, one of the youngest elected officials in the nation, had known the suspects.

The 22-year-old councilman in the city southwest of Sacramento was fatally shot Sept. 1 as he stepped out of his car outside a friend's home in Cordelia, just outside Fairfield.
