It's a mash-up of 4,000 still images of L.A. and its environs. It's a nice visual stroll from the Hollywood sign and downtown to the beach (I especially like the fireworks sequence).
Along with a Canon 5D MII camera, it was created with "a homemade tilt-shift style lens" and a light bulb filled with water, the website says.
