The 2,323 bills California lawmakers are considering this year include proposals to:

• Require cities to give public notice twice before awarding raises to city managers, consultants and other top employees (AB 582, Assemblyman Richard Pan, D-Natomas)

• Dissolve Vernon's cityhood (AB 46, Assemblyman John A. Pérez, D-Los Angeles)

• Increase state tobacco tax by $1.50 per pack (SB 330, Sen. Alex Padilla, D-Los Angeles)

• Ban caffeinated beer (SB 39, Padilla)

• Require natural gas utilities to install automatic, remotely controlled shutoff valves on pipelines (SB 216, Sen. Leland Yee, D-San Francisco)

• Change animal "pound" to "animal shelter" in state code (AB 1279, Assemblyman Nathan Fletcher, R-San Diego)

• Bring Arizona's controversial anti-illegal-immigration law to California (AB 26, Assemblyman Tim Donnelly, R-San Bernardino)

• Impose a penny-per-ounce tax on sodas and other sweetened beverages (AB 669, Assemblyman William Monning, D-Carmel)

• Revise definition of olive oil (SB 818, Sen. Lois Wolk, D-Davis)

• Require employers to provide paid sick leave for personal illness, to care for a sick family member or to recover from domestic violence or sexual assault (AB 400, Assemblywoman Fiona Ma, D-San Francisco)

• Require 33% of electricity generated in California to come from renewable sources by 2020 (SB 23, Sen. Joe Simitian, D-Palo Alto)

• Create "Parks Make Life Better" month (SCR 14, Sen. Darrell Steinberg, D-Sacramento)

• Legalize poker on the Internet (SB 40, Sen. Louis Correa, D-Santa Ana, and SB 45, Sen. Roderick Wright, D-Los Angeles)

• Require a review of 28,000 pages of state regulations and recommendations for reducing red tape (SB 366, Sen. Ron Calderon, D-Montebello)

• Bar welfare recipients from using state-issued debit cards to buy alcohol or tobacco (SB 417, Sen. Bob Dutton, R-Rancho Cucamonga)
