The Board of Supervisors on Tuesday appointed two relative unknowns from Lake Forest and Irvine to an advisory board helping plot the future of the El Toro Marine Corps Air Station, after the mayors of the two cities refused to join. The action caps months of wrangling over who will represent South County cities on the El Toro Airport Citizens Review Commission. The new commissioners are Jack W. Rippy of Lake Forest and L. David Markley of Irvine.

A squabble over the home addresses of prospective Community Redevelopment Agency commissioners exploded Wednesday into full-scale combat over who wields the power at Los Angeles City Hall. Some City Council members attacked Mayor Richard Riordan's record of appointing commissioners; they in turn were accused by some colleagues of holding qualified nominees hostage to extort concessions from the mayor.

Four City Council members, including half the members of a committee on the seismic retrofitting of Los Angeles City Hall, have criticized an advisory panel that urged a scaling down of the project to $165 million. The council members were particularly opposed to two recommendations of the panel, which was formed by Mayor Richard Riordan and City Controller Rick Tuttle.

After nearly a year of studying Stanton's largest mobile home park, the Katella Mobile Home Estates Review Committee submitted its final report to the City Council on Tuesday, and residents were immediately critical of the results. Saying more needs to be done to help young people stay out of trouble, an Agoura Hills parents group has proposed establishing a nonprofit social service organization to serve at-risk youth. It would be patterned after a Redondo Beach-based program that provides free, school-based counseling, as well as parenting classes, and individual and family therapy, said Dona Wright, a member of the loosely knit parents group, which calls itself Parents, Students Stand Together.

County Supervisor Zev Yaroslavsky made a new appointment to the Civil Service Commission and reappointed a familiar face to the Commission on Aging. Yaroslavsky appointed Studio City resident Marcus Allen to the five-member Civil Service Commission, which hears appeals to job discrimination allegations, wrongful termination and other employment issues. The supervisor also reappointed Ida Kinney of San Fernando to the Commission on Aging. "I am pleased to welcome Marcus," Yaroslavsky said.

Two San Fernando Valley residents were appointed to county commissions and a third was reappointed, Los Angeles County Supervisor Zev Yaroslavsky announced. Yaroslavsky appointed Barbara Perkins of Sylmar and reappointed Sandra Klasky of Northridge to the Los Angeles County Commission for Women. Perkins, who is completing work on a master's degree in human development, is a member of the NAACP and the Valley Leadership Institute.

Mayor Richard Riordan on Wednesday nominated Ann Delorise Smith as general manager of the Department of Aging, where she is acting director. Smith, who has worked for the city for 26 years and served as a senior management analyst at the Department of Aging since its inception in 1983, would oversee 51 employees and a budget of $14 million designed to coordinate services for 500,000 senior citizens citywide.

Expressing concern about potential conflicts of interest, the City Council has disbanded the long-standing Los Rios Review Committee, which since 1977 has advised San Juan Capistrano on issues relating to the oldest neighborhood in California. "By maintaining the committee, we place members in jeopardy with the Fair Political Practices Committee," Councilman David M. Swerdlin said.

Barbara "Bobbi" d'Arc has been appointed by Gov. Pete Wilson to the Committee on Dental Auxiliaries. The committee, which advises the Board of Dental Examiners, licenses dental hygienists and dental assistants. The Placentia resident, 47, has been a licensed dental assistant since 1972. She has also taught dental assisting at Fullerton and Cypress colleges.
