Invoking the 1964 Civil Rights Act, the U.S. Justice Department has sued the city of Alhambra and its Police and Fire departments, charging employment discrimination against minorities. The suit was filed after the city declined a Justice Department recommendation to revamp its personnel practices, City Manager Kevin Murphy said. The changes would have expanded city recruitment, hiring and promotion of blacks, Latinos and Asians.

Nearly three weeks after the rear window of the Alhambra personnel director's car was shattered as he sat in the vehicle, police are continuing an investigation of the incident. A review of Alhambra police records for July shows 10 similar incidents of windows in cars and buildings being randomly shattered throughout the city, said Alhambra Police Capt. Leon Burrus. There are no suspects in any of the incidents.

The window was blown out shortly before midnight last Tuesday in a city parking lot after Personnel Director Richard Bacio attended a Civil Service Review Commission session, City Manager Julio Fuentes said. Officials do not know if a gunshot or other projectile struck the window.

Alhambra officials have reached a tentative settlement with the U.S. Department of Justice, which last year filed suit accusing the city of racial discrimination in its hiring and promotion practices. Federal officials said Friday that the settlement still requires approval of a federal judge next week. City Manager Kevin Murphy said the city continues to deny that its Fire and Police departments discriminate against Asians, blacks and Latinos.
