State insurance regulators said Monday that they will seek a record $5-million fine against a unit of German insurance giant Allianz for allegedly hoodwinking Californians into buying universal life insurance under the guise of retirement savings plans. Fireman's Fund Insurance Co. said Thursday that it has agreed to be bought for $3.3 billion in cash by Allianz AG of Munich, West Germany, already Europe's largest insurer and a company long intent on expanding in the lucrative U.S. market.
