An Occidental College fraternity has come under fire on campus--and been temporarily suspended by its national headquarters--for a newsletter that contains an adolescent-sounding poem describing the violent rape of a woman. During the 45-day suspension, national officials from Alpha Tau Omega fraternity and Occidental administrators will jointly investigate the ATO chapter and decide whether to permanently revoke the group's charter at the college in Eagle Rock.

USC imposed strict new regulations this week on its fraternities and sororities in what officials said is an effort to change the party-animal image of Greek Row, encourage more studying and discourage date rape and alcohol abuse. "I don't believe that fraternities here are more out of control than they are at many, if not most, other large universities that have large Greek systems," said USC's new president, Steven B. Sample, who is to be formally inaugurated Sept. 20.

Charges will not be filed in connection with an alleged rape that occurred after a San Diego State University fraternity party last month, the San Diego County district attorney's office said Monday. Spokeswoman Linda Miller said prosecutors declined to pursue the case because there is insufficient evidence and because the victim has twice indicated she does not wish to press charges. The alleged rape occurred March 6.

The acting president of the Police Commission said Thursday that the panel should determine whether Los Angeles police officials, including Chief Daryl F. Gates, showed favoritism to a USC fraternity whose members were investigated in an alleged rape and two beatings. The Times reported Thursday that police and prosecutors investigated, but did not charge, members of Alpha Tau Omega after a female student said she was raped and subjected to lewd conduct in the fraternity house in December, 1989.

Two USC fraternities will remain suspended from campus activities and three students barred from classes next semester for participating in a March 7 brawl that brought police patrol cars and a helicopter to Fraternity Row, a USC discipline review panel has ruled. The Alpha Tau Omega fraternity (ATO) is suspended indefinitely but can petition USC for reinstatement in December if it follows such guidelines as not allowing any alcohol in the house next semester, officials said.

Center Dwayne Schintzius, leading scorer for Florida's basketball team, faced a possible felony charge Monday after a weekend fight at a fraternity house and was suspended indefinitely by Coach Don DeVoe. The suspension was the result of an incident involving Schintzius and sophomore forward Tim Turner early Sunday morning on the Gainesville campus. Turner also was suspended.

A San Diego State University fraternity was placed on probation until the end of the year after a university investigation determined that the Alpha Tau Omega fraternity violated five SDSU violations relating to a March 6 party, the school announced Wednesday. Questions about the affair arose after a 19-year-old woman attending the gathering told authorities she was later sexually assaulted by a man she had met at the party.

Last weekend's brawl between members of two fraternities on the USC campus provides a test for President Steven Sample. A year ago he warned fraternities: "We cannot tolerate acts of violence, period. And folks who perpetuate acts of violence need to be removed from our academic environment." The college's new guidelines on Greek organizations, imposed last September, led to some notable improvement. But the new rules have not halted all "animal house" behavior.
