Talolo and Joann Lepale, 16-year-old twins, students attending Bassett High School in La Puente, were selected as two of the 2,000 nationwide delegates to the Student Ambassador program (Times, March 4). Their 30-day tour of East Berlin, Poland, Holland, Russia, England is just another step towards peace and understanding in this ever shrinking world. These twins are fine examples of future potential community leaders. They are required to raise $8,000 between them, for air fare and housing, all within the next month or so!

State schools Supt. Delaine Eastin says: "The reality is that some of our schools are not adequately preparing all students . . . to pass the exam" ("Most 9th-Graders Fail High School Exit Exam," June 8). How insulting. It's so easy to blame the schools when there is so much wrong with education. How about looking at the long-term effects of the academically diluted philosophy called whole-language learning? What about parental responsibility? Eastin also says that raising the passing score to 70% wouldn't be "politically acceptable."

The high school senior at the heart of a campus free speech controversy in La Puente graduated Thursday just hours after school officials lost a final fight to expel him. Joe Neal, who was suspended after he distributed fliers depicting the principal as a dictator, received a standing ovation from his Bassett High School classmates during the ceremony. After receiving his diploma, Neal, 17, shook hands with Principal Linda Bouman, whom he had referred to as "fuehrer" in the leaflets.

Gov. Pete Wilson's final budget proposes big spending for education for kindergarten through 12th grade. Calling school spending "an investment," Wilson proposes spending $30.8 billion in state and local money on a variety of school projects, including remedial reading programs and school safety. One of the most significant proposals would require that the state's 922 school districts provide a minimum of 180 days of instruction, up from an average of 173 days.

Bassett Elementary School will be closed at the end of the school year as part of cost-cutting measures approved by the Bassett Unified School District board. The district, faced with a budget crunch caused by declining enrollment, will save $100,000 to $150,000 with closure of the old school, officials said. About 400 displaced students will be reassigned to Sunkist and Irwin schools.

The Bassett High School student who was nearly barred from graduating because he depicted the principal as a dictator has a new cause: He's running for the school board. Joe Neal, who turned 18 in June, has filed candidacy papers for a seat on the Bassett Unified School District board. Citing free-speech concerns, a federal judge ordered school officials to allow Neal to graduate.

The Bassett Unified School District, faced with a budget crunch caused by declining enrollment, is reviewing several cost-cutting measures, including closure of one of its five elementary schools and the layoff of at least three teachers and up to 15 other full- and part-time employees. Two advisory committees made the recommendations after the school board asked them to find ways to cut $600,000 out of the $14.5-million general fund budget for the 1985-86 school year.

Three incumbents are being challenged to determine who will represent a district with more than 9,800 pupils drawn from the unincorporated community of Bassett and portions of unincorporated Valinda and the city of La Puente.

I am one of the complainers who frequently receives biweekly Opera News two days to a week after the first of the two broadcasts the magazine covers. I even consider myself lucky if I receive it Saturday, after the fat lady has stopped singing. Frustrating. In these days of computer-coded everything, could not magazine mail be coded in a way that would separate weekly, biweekly and monthly publications in order of priority?
