The Supreme Court declared Friday that state officials had no right to force a Ventura homeowner to give the public access to the beach in front of his house, a ruling that calls into question some state and local requirements imposed on developers. Under California law, the public has access rights to the state's shoreline.

Fifteen years ago, Robert Burgess bought a bluff-top home above a pristine, surf-chiseled cove in the ritzy, gated community of Three Arch Bay in South Laguna. What he got was a seaside sanctum. Consider one recent sunny morning. While nearby public beaches were crowded with swimmers and surfers beckoned by the warm ocean water and exceptional swells, the quarter-mile strip of sand curving below Burgess' back-yard balcony was empty but for a few sea birds.

For years, a wooded path trailed inconspicuously to the beach between the private, gated communities of Blue Lagoon and Lagunita. That path now has become the subject a lawsuit brought by Blue Lagoon, a condominium complex, against Lagunita, a housing development, and dozens of other residents in the city. The suit seeks to establish exclusive use of the path for residents of Blue Lagoon.

The Supreme Court cleared the way Monday for California coastal officials to open more than 1,200 pathways to the beach, as the justices rejected claims that the public walkways violate private property rights. The court's action represents a victory for officials in Santa Barbara County and other coastal communities who have moved recently to take advantage of past offers by property owners to allow public pathways across their land. A proposed subdivision on the coastal bluffs in Rancho Palos Verdes has been given a conditional green light by the state Coastal Commission, ending a long-running fight over public access to local beaches. The unanimous commission vote approving the project came last week and was seen as a setback for opponents who contended that the Portuguese Bend area project was illegal because it violated coastal access laws.

Hundreds of potential access ways to the California coast apparently will be preserved for future public use because of improved planning and coordination among a string of state agencies. Beach easements from Mendocino County to San Diego had long been promised for public use, but were in danger of reverting to private hands because of inaction by state and local governments.

The rooms open to beachfront decks. There is a patio with a hot tub, a three-car garage and six more parking spots on the property. Bonann, 59, was a creator, executive producer and director of "Baywatch" (1989-2001)

SAN FRANCISCO - For decades, surfers, smelt fishermen and picnickers flocked to Martin's Beach - a crescent-shaped haven south of Half Moon Bay, backed by stunning cliffs. They paid a small entry fee to the family that ran the property for a century, and their good times were memorialized in bucolic postcards. Then in 2008 a new owner came along and barred the gate, spurring protests and a spate of litigation. That battle intensified Tuesday when a suit was filed on behalf of the Surfrider Foundation, alleging that the limited liability companies that own the land - with a Silicon Valley billionaire behind them - are in violation of the California Coastal Act. Helping to litigate the case is former Republican Rep. Pete McCloskey.
