Soon, San Diego Police Chief Bob Burgreen will be retiring, with a nice pension. I don't see where he has done an exceptional job. He lost the war against drugs, prostitutes, graffiti, carjacking, rape and robbery. He will be remembered for winning the war on the Boy Scouts and the Explorer program. Maybe, before he leaves office, he will take on the Girl Scouts. JOSEPH GARCIA San Diego

A radio hot line linking the San Diego and Tijuana police departments for improved communication during emergencies could be in place by Jan. 1, officials said. The announcement came at a joint meeting of the two city councils, the second such meeting intended to foster cooperation between the cities.
