The city's water officials are preparing to jump into the technological age with a $1.9-million program to replace thousands of aged meters. About 17,000 residential meters are so old that the city is losing nearly $200,000 per year in revenue, said Loren Tuthill, deputy director of the Public Works Department. Pistons in the meters, which are 20 to 25 years old, tend to slow down in their old age and register less water than is actually used, he said.

The City Council on Tuesday is expected to discuss bus transportation for seniors to and from their homes for lunch at the Buena Park Senior Center. The Orange County Transportation Authority now runs the buses, but may discontinue the service next year. The funding would, instead, be handed over to the city, giving it more flexibility in scheduling transportation for seniors, said OCTA spokesman George Urch. City officials said they intend to continue the daily lunch-bus service.

City officials are giving notice to regional water and electric companies that the city soon will be out of the hydroelectric business. As soon as a new city-owned well in Boisseranc Park starts pumping fresh ground water at the end of the year, city pipes will lose much of the pressure that keeps turbines rolling at its underground plant at Dale Street and La Palma Avenue, public works officials said.

Supervisors have decided to fast-track repairs to Fullerton Creek, putting the $3.5-million work on the channel in Buena Park on emergency status because a contractor failed to complete the job. The county was supposed to rely on a bonding company secured by Sedcon Engineers, Contractors Inc. of Arcadia to pay for repairs. But the bonding company informed the county recently that it would take "many weeks" to examine work performed and issue a check to pay for the contract default.

The contract to repair two parking lots at George Bellis Park has been awarded to R.J. Noble Co. of Orange. Its $217,000 bid includes pavement reconstruction, removal and replacement of curbs, gutters, sidewalks and striping. Six lights will also be installed.

Residents of the Los Altos Drive area hope to get some relief from speeding drivers with the help of two new sets of stop signs. After a six-month campaign by homeowners, who have complained about speeders using neighborhood streets as shortcuts to nearby businesses, the City Council voted Monday to post the signs. "The traffic on Los Altos is ludicrous," resident Carrie Simpson told the council. "There are tons of kids in that neighborhood, and they are not car-literate."

City workers are about to begin an ambitious improvement of Stanton Avenue, and motorists may find themselves facing detours on various stretches of the heavily traveled street through March. But Public Works Director Donald K. Jensen said it will be worth it in the end. "It will look like a brand-new street," he said. Brian Garland is dedicated to the education of children. "If that could be my epitaph, I'd be happy," said Garland, principal of Edison High School. So it is only apropos for Garland, 54, to be recognized this week as California Principal of the Year. "It's humbling, but it also makes one feel good that after 32 years in the business, some people have taken notice that you've made a commitment to children--and that's what it's all about," he said.

Two wells will be drilled at a total cost of $2.2 million to help lessen the city's need to buy water. Construction of the wells is scheduled to begin early next year. One well will be constructed at Boisseranc Park and the other at Larwin Park. The City Council last week approved an agreement with the Orange County Water District under which the city will borrow $1.5 million from the agency, at 3.5% interest over 15 years, to construct the wells.

Thus far, the city has put aside $488,465 to renovate 40-year-old William Peak Park pool at Knott and La Palma avenues. At the regular City Council meeting Tuesday, members will finally vote on the project they have been talking about for years, said Deputy City Manager Wes Morgan. The 50-meter pool is still working well, Morgan said, but heavy use over the years has taken its toll on the heating, chlorinating, filtration and plumbing systems.

Businesses and residents on Western Avenue should brace themselves for a major road project starting this summer. City Council members Monday approved a $1-million project to improve the heavily traveled roadway between Orangethorpe Avenue and Artesia Boulevard. Public Works Director Donald K. Jensen said the project will not add lanes to the roadway. Instead, workers will repave the road and replace curbs, gutters, wheelchair ramps and traffic signs.
