The Burbank City Council plans to consider an ordinance allowing the sale of "pull-tab games" at nonprofit bingo events in the city. The council asked the city manager on July 7 to investigate such an ordinance, which has been sought by several nonprofit agencies that raise funds through bingo games. City Atty. Joseph Fletcher said Wednesday that he plans to present a proposed ordinance to the council at its Aug. 24 meeting. "We are trying to minimize the possibility of fraud," Fletcher said.

Calling for a new relationship with the city of Burbank, Carl W. Raggio Jr. of Glendale has been elected to a one-year term as president of the Burbank-Glendale-Pasadena Airport Authority, the nine-member board of commissioners that oversees the airport. A former two-time mayor of Glendale and retired space engineer, Raggio an immediate goal is to improve the authority's relationship with a new majority on the Burbank City Council that opposes airport expansion.

The Burbank City Council has come up with a list of demands and other concerns that it says need to be addressed before it would approve a proposal to borrow $109.8 million to finance a new, larger Burbank Airport terminal. The Burbank City Council has declined to oppose a major pipeline through the city, despite a dire warning from the fire chief that the $150-million project has the potential to become an "environmental catastrophe." A resolution opposing the 129-mile Pacific Pipeline was pulled off the consent agenda Tuesday, after representatives of the firm proposing the project asked for further talks on the topic. "My opposition to this still stands," Fire Chief Michael Davis said Wednesday.

The Burbank City Council has unanimously agreed to forgo a pay raise for the second consecutive year, citing sacrifices made by city employees who gave up cost-of-living increases to save city jobs. The decision at Tuesday's council meeting came after city staff members submitted a report saying council members were allowed to increase their pay from $803 a month to $843 monthly under the city municipal code.

Glendale and Burbank are proposing to share the cost of a $150,000 study to determine a route for a light rail line from tracks at San Fernando Road and Hollywood Way to a planned new passenger terminal at Burbank-Glendale-Pasadena Airport. The Glendale City Council on Tuesday agreed to seek $75,000 in transportation tax funds from the Los Angeles County Metropolitan Transportation Authority. Similar action is expected in two weeks by the Burbank City Council.

The Burbank City Council is scheduled to vote tonight on whether to spend $23 million to help rebuild the Burbank public schools. The Burbank Unified School District needs the money to complete a $138-million formula to rebuild the schools. The district hopes to raise $100 million from a bond issue, to be voted on in April, and state funds. If the state comes through with $15 million, that leaves $23 million missing.

The Burbank City Council and the city Planning Board will hold a special joint meeting tonight to discuss strategies for increasing residential and commercial development in the recession-battered city and meet new state requirements for constructing more low-income housing. City officials fear that redevelopment money, which has funded construction of low-income housing for senior citizens and a new commercial project, will be cut by as much as 25% by the state.

The Burbank City Council has tentatively approved an agreement with a Santa Monica concert promotion and booking firm to run the troubled Starlight Amphitheatre. Parks and Recreation Director Richard I. Inga said he is confident that the firm, World Entertainment Services, will be able to turn the city-owned Starlight around.
