At the end of a night on the town in West Hollywood, you can reach for a breath mint or a toothpick when you're about to head home from a bar or club. And, you might also reach into a large glass bowl and grab a few free condoms. The condom giveaway is part of an emerging safe-sex, anti-AIDS campaign in the 2-square-mile city that is struggling with what it admits is "a public health emergency" among its large gay population and visitors drawn to its night life.

A dispute over safe sex turned personal Monday as a health advocate complained of being labeled a "Condom Nazi" on posters displayed in the restrooms of gay bars in West Hollywood. Signs claiming that AIDS activist Michael Weinstein is "an enemy of the gay community" for demanding mandatory distribution of condoms at bars and restaurants throughout the city began appearing on restroom walls last week, officials said.

Struggling with what they admit is an AIDS "public health emergency," West Hollywood leaders Monday night approved a plan to give away 300,000 condoms a year to encourage safe sex. But City Council members stopped short of ordering all bars, nightclubs, coffeehouses and adult businesses in their 2-square-mile city to distribute them free to customers. The council voted 5-0 to monitor the voluntary compliance of businesses.
