As a busload of transportation officials, reporters and camera operators rolled across the San Fernando Valley for a test ride Monday on the soon-to-open Orange Line busway, they got a jolting taste of the safety challenges ahead. All of a sudden, the 60-foot vehicle braked hard at Kester Avenue in Van Nuys. "Whoooa!" the riders said, as bodies, notebooks and camera equipment pitched forward.

With its expansive geography and wide boulevards laid out in neat grids, the San Fernando Valley has always been an unapologetic symbol of California's car culture. So perhaps it's fitting that the first mass transit line entirely within the Valley will come not in the form of a subway or light rail but on rubber wheels.

The Metropolitan Transportation Authority is advising pedestrians, joggers and bicyclists in the San Fernando Valley to stay out of the Orange Line busway corridor, because 60-foot buses will begin making test runs starting Sunday. "We've noticed people on the transitway, walking their dogs or riding their bicycles -- things like that," said Dave Sotero, an MTA spokesman. "They are trespassing on the line."

Every weekday morning, a few minutes before 8, Los Angeles City Councilman Dennis Zine steers his Ford Crown Victoria onto the 101 Freeway in Woodland Hills. From there, it's about 25 miles to City Hall -- or about 60 to 90 minutes. The only thing that makes the stop-and-start drive tolerable for Zine is passing the time by talking on his cellphone. "The 101 is making me crazy," he said. Beginning this fall, Zine will have an alternative.

Transportation officials voted Monday to spend up to $7.9 million to speed construction of San Fernando Valley's Orange Line busway, which is six months behind schedule. In a separate action, directors of the Metropolitan Transportation Authority also postponed a controversial vote aimed at removing legal obstacles to extending the Metro Red Line subway.

As Metropolitan Transportation Authority officials Friday unveiled a study touting the benefits of San Fernando Valley's Orange Line busway, a Superior Court judge rebuffed critics' latest attempt to halt construction of the 14-mile corridor. The MTA report said the project was more financially sensible and would do more to reduce congestion than a network of Metro Rapid buses on city streets. In a series of court actions over the past two years, opponents have been trying to stop the $329.

Though Metropolitan Transportation Authority officials still say the transit line will open in August 2005, they acknowledge the $329.5-million project is falling further behind each day.
