Key EU Official Backs Canada's Stand on Cuba Sanctions: Sir Leon Brittan, vice president of the European Union, said on a visit to Ottawa that the European community has a "100% common view" with Canada that the legislation is an "unacceptable . . . application of U.S. rules to those outside the country." Canada has been recruiting international support for its opposition to the U.S. law sanctioning foreign firms that do business with Cuba.
