Engineering Awards: Sure, infrastructure work doesn't create the same excitement that skyscrapers do. But three Orange County engineering firms on Tuesday won national awards for their behind-the-scenes work on state-of-the-art public works projects. The American Consulting Engineers Council, an industry group in Washington, honored Robert Bein, William Frost & Associates in Irvine for a computer-generated animated video showing what the Santa Ana Freeway/Grand Avenue interchange will look like.

Assistant City Manager Ken Delino, who for more than a decade helped direct the city's economic growth, is leaving to take a management position at CH2MHill, a consulting firm known for its expertise in waste water and hazardous waste management. Before going to work for Newport Beach, Delino had been a senior project manager for CH2MHill in its Southern California regional office in Santa Ana. He will be responsible for creation and follow-through of projects.

A preliminary audit released Tuesday calls into question the way the Department of Water and Power handles its contracts, saying the process lacks oversight and might make the utility vulnerable to overbilling by contractors. The audit, performed by GCAP Services, was of two contracts -- worth about $100 million -- with CH2M Hill, a Denver-based engineering, construction and environmental company. The DWP hired the company in 1998 and 2000 to help control air pollution in the Owens River Valley.
