A 9,000-foot-long red ribbon was wrapped around City Hall on Wednesday as a symbol of the commitment thousands of schoolchildren made to say "no" to drugs. The ribbon was decorated with the handprints of 7,000 schoolchildren who promised to stay away from drugs as part of a campaign organized by the Chabad Drug Abuse Treatment Program.
