The Board of Supervisors voted Tuesday to replace a longtime county mental health provider--a move that officials of the ousted firm say could interrupt the therapy of hundreds of emotionally disturbed Orange County youngsters. Costa Mesa-based Child Guidance Center of Orange County, which had worked with the county 22 years, was outbid by about $190,000 on a contract worth about $1 million, officials said.

Today, Ana Petrovich will sit at her kitchen table, stuff letters into envelopes and send them to elementary school principals just as she has done for the last two years. Petrovich is a volunteer at the Child Guidance Center Thrift Shop in Buena Park, and her primary job is to contact local elementary schools asking for donations of children's clothing, which the store washes, then sells during the summer.

Valerie Garcia is looking forward to Christmas, when she will bring her children home for the first time in two years. Last year she was alone. The county had taken custody of her two little girls because Garcia, who was then a heroin addict, was unable to care for them. The Christmas before that, she was in jail serving time on a drug charge. Garcia is again in jail, this time serving the last two weeks of a 60-day sentence for prostitution.

The Child Guidance Thrift Shop has updated its look with new carpet, paint and clothing racks. The store has been at the same location, 7691 Knott Ave., since 1971 and is run by volunteers. Proceeds from the sales are donated to the Child Guidance Center's child abuse program. Store hours are 10 a.m. to 3 p.m. Monday through Saturday.

Plans for an emergency community meeting in South Los Angeles to address welfare changes in California were announced Friday by the Community Coalition for Substance Abuse Prevention and Treatment. The meeting will analyze the impact of a federal law that prohibits anyone convicted of a drug-related felony after August 1996 from receiving any form of welfare, said Karen Bass, executive director of the coalition. The meeting will be from 10 a.m. to noon Feb.

Real estate agent Zeke Hernandez has been elected to a second term as president of the League of United Latin American Citizens' Santa Ana Council. Hernandez, who also was voted LULAC's Man of the Year at its district convention, will serve with his fellow officers until April of next year.

The City Council last week approved a lease agreement that would set aside 15 acres in the Brea Dam recreational area for the development of a driving range and an 18-hole putting course. The land will be leased to Community Golf Development Inc., which submitted the proposal in February of last year. The property is part of a 299-acre parcel owned by the U.S. Army Corps of Engineers.

Mary Ellen Vogt, a member of the Cal State Long Beach teacher education faculty since 1989, has received the Marcus Foster Memorial Award from the California Reading Assn. for service in furthering the teaching of reading. Vogt is one of nine authors of Houghton-Mifflin Co.'s 1996 reading language arts series. * Long Beach resident Dolores Gale has received the Greater Long Beach Child Guidance Center's annual Agency Service Award.

People concerned about abused and neglected children gathered at two benefits last week in efforts to make young futures brighter. "Making Life More Than Bearable" was the theme of Saturday night's affair, sponsored by Olive Crest Treatment Centers for abused children. Each table was delightfully decorated with a huggable teddy bear that went to an Olive Crest child.

Child care experts offer these common-sense suggestions for parents to ease children through the hectic holiday season: - Try to maintain a consistent routine. - Set aside a peaceful time to share with the child, particularly when the day has been full of Christmas shopping, seeing Santa or visiting relatives. - Watch their diets. Some experts say a lot of behavioral problems are because of extra sweets consumed during the holidays.
