Unless you count the guy who dances alone every night with the jukebox, Fuzzy's Tavern has never done much to scare anybody. "Where the Elite Don't Meet," is the motto of this small bar, which for 53 years has been the second home of firemen and factory workers in the Cleveland suburb of West Olmstead. Twenty stools. Nine tables. Kielbasa for sale. Sons sitting next to fathers sitting next to their fathers. Fuzzy's also has two television sets. That is where the trouble started.

With the help of Eric Metcalf, Todd Philcox made the most of his first NFL start by leading the Cleveland Browns to a 28-16 victory over the Raiders at the Coliseum. After being bounced around as a backup for three years with Cincinnati and the Browns, Philcox finally got his chance to start when Bernie Kosar suffered an ankle injury last week. He entered the game as the unknown quarterback when compared to the Raiders' Todd Marinovich, who was also making his first start of the season.

On a day the Raiders decided to change quarterbacks, the Cleveland Browns, who come to the Coliseum Sunday, were forced to. The Browns announced that Bernie Kosar, their starter since 1985, will be sidelined for at least six weeks because of a hairline fracture of his right ankle, an injury he fought while leading Cleveland on a second-half comeback Monday night at home against the Miami Dolphins.

David Klingler, the Cincinnati Bengals' top draft pick, ended his holdout and signed a four-year contract that was expected to pay the quarterback $1.75 million per year. Klingler, who played at the University of Houston, was the sixth overall pick in the NFL draft. In other signings, Phoenix running back Johnny Johnson, Cleveland running back Eric Metcalf and Dallas tight end Jay Novacek ended their holdouts.

Randall Cunningham will return to action for the first time since suffering a severely injured left knee in the 1991 season opener when the Philadelphia Eagles meet the Pittsburgh Steelers in an exhibition Saturday night in Pittsburgh. "I'm anxious," Cunningham said at the Eagles' camp at West Chester University. "I want to get out on the field and play. But I've been feeling so great in practice that I feel as if I'm in the game."
