Gas that costs nearly $4 a gallon seems to be a consumer confidence-killer, pushing one measure of how Americans feel in March down off a 1-year high. The monthly index compiled by the Conference Board slipped to 70.2 from 71.6 in February. The small tumble demonstrates the lingering ambiguity of falling home prices (signaling a weak housing market) amid an improving job market . It's not quite the all-time low of 25.3, which the index reached in February 2009, but the measure is also nowhere near the 90 level that signals a healthy economy.

Almost 40% of Los Angeles small businesses owners are confident the local economy will improve in the next year and boost their businesses, according to survey results released by Bank of America on Thursday. The inaugural survey of 1,000 small businesses nationwide asked owners about their outlook on the economy and concerns that may affect their businesses. New York City's police union voted no-confidence in the city's police commissioner, who has come under fire for actions rank-and-file officers say would get them in trouble--such as using detectives to chauffeur guests at his daughter's wedding. Police Commissioner Howard Safir is also under attack for taking a trip to the Oscars, courtesy of a Revlon executive, and other actions.

The biggest Charger is James FitzPatrick. The fastest, Gary Anderson. The oldest, Charlie Joiner. There can be no doubting any of these claims--they're easy to measure and record. Some other attributes, like self-confidence, may be more subjective, but still produce a solid consensus. Most of the team's players and followers probably would agree that the cockiest Charger is cornerback Wayne Davis.

A quarterly U.S. survey of small-business owners shows that confidence and optimism have fallen, matching a low in 2004, in part because of worries over record gasoline prices. The Wells Fargo/Gallup small-business index fell to 99 in June from 110 in March. That matched the level in September 2004 and is the lowest since a 93 reading in December 2003.

A victory wasn't the only thing the Galaxy took away from Sunday's 1-0 win over the Seattle Sounders. In fact, with its playoff opener just four days away, the result wasn't even the most important thing. What the Galaxy really needed was to prove its fitness and restore its confidence - and it did both, getting solid performances from a hobbled Landon Donovan and a gimpy David Beckham while winning for the first time in more than a month. "Psychologically, it could play a big part," said striker Robbie Keane, who set up second-half substitute Mike Magee for the game's only goal in the 83rd minute.

Italy's president used a rarely invoked constitutional procedure today to revive Premier Bettino Craxi's coalition government, which fell over its handling of the Achille Lauro hijacking. President Francesco Cossiga, during a half-hour meeting with Craxi, rejected the Socialist leader's 2-week-old resignation and told him to seek a vote of confidence for the coalition in Parliament.

Twenty-two plays into the afternoon, the Chargers had scored 10 points, Indianapolis had not crossed midfield, and it was over. The Chargers' defense had its best game in 127 regular-season weeks. The Chargers' offense was better only one other time all fall. It was 17-3, Chargers. It was the 13th game of last season. It was the Colts' 13th straight loss. "It was the worst, the bottom of the barrel," said Jack Trudeau, Colt quarterback.
