The Los Angeles city attorney's office filed suit Wednesday against three top executives of a real estate company, charging them with making $3,500 in illegal contributions to Los Angeles City Councilman Michael Woo's reelection campaign. Woo, who returned the donations following an audit by his 1989 campaign staff, was not named in the Superior Court lawsuit. The suit accuses the three corporate officers of Sherman Oaks-based Lycon Properties Inc.

A prominent San Fernando Valley development company has required its subcontractors to make political contributions as a condition of doing business with it, a highly unusual and, some critics say, unethical practice. Lycon Group of Sherman Oaks, one of Southern California's largest apartment builders, has written a "contribution schedule" into its contracts for subcontractors.
