Most racing sailors agree that on-the-water judging is the best thing to happen to the sport since fiberglass, since it eliminates the tiresome process of protest hearings late into the night to settle petty disputes. Perhaps no competitor has a better grasp of the complex rules than Dave Perry, the 1983 and '84 winner of the Congressional Cup. He has written books on the subject.

The Conejo Valley Tuesday captured the Little League Baseball Senior Division sectional all-star championship with a 9-1 victory over Northridge. Conejo Valley rallied for seven runs with two out in the top of the fifth inning. Robbie Cassel keyed the outburst with a three-run double to right-center field. "We won it. Don't you lose it." --ALAN BOND, 1983 America's Cup winner Alan Bond's warning to Australian rival Kevin Parry after the America's Cup defender trials rolled off Iain Murray's back like salt water. The skipper of Kookaburra III says now as he said then: "We never won it, so how could we lose it?" Murray, in Long Beach to sail in the 23rd Congressional Cup starting today, isn't even sure that Dennis Conner won in 1987, any more than Bond and skipper John Bertrand did in '83.

A foreign sailor has never won the Congressional Cup, and Ireland's Harold Cudmore has been trying longer than any. He's been in seven of the 22 events, but the only time he came close to winning was on St. Patrick's Day two years ago when he took champion Dave Perry all the way into the protest room after the last race, only to lose again. But this may be the year for a foreigner to break through, and Cudmore could be the one. "Why not?"

How do you say deja vu in Gaelic? Nine years ago, Harold Cudmore came from the Royal Cork Yacht Club in Ireland and won the Congressional Cup at Long Beach on St. Patrick's Day. And the leprechauns were at work again Friday at the end of the event's first Masters Regatta for former winners.

Dick Deaver, who won sailing's Congressional Cup in 1976 and '78, hadn't forgotten when he lost it to Dave Perry on a protest in 1983. "That was really on our minds," Deaver said after beating Perry to climax his perfect second day (4-0) in the Masters Regatta for former winners at Long Beach on Tuesday. "(It was) a 12-year pay-back." Deaver, after a 1-3 start, shares fourth place behind co-leaders Dennis Durgan, Henry Sprague and Perry, who are 6-2 with 10 sets remaining through Friday.

Dave Perry hit a three-run home run in the third inning to open the scoring for Conejo Valley (11-1) and spark a 16-hit attack. Ryan Cope drove in five runs with a double and single, and Kevin Mitchell had three hits and three runs batted in.

Most of the competitors in the Congressional Cup Masters regatta are older sailors with rusty skills. But Harold Cudmore, the most recent winner in 1986, still makes sailing his business and was coach and adviser to the French team that was recently eliminated from the America's Cup. After winning his first three races Wednesday, however, Cudmore forgot in which match he was sailing in the final round and was late entering the starting area.

Harold Cudmore, Henry Sprague and Dave Perry share first place going into the last three races of the 31st Congressional Cup's Masters regatta today, but it's the also-rans who are smiling. "We continue to have a lot of fun," said 1974 winner Bill Ficker of Newport Beach after losing all three of his races Thursday and remaining locked in next-to-last place with Ted Turner at 2-13. "This is the hand-to-hand combat of yacht racing."
