With telephone negotiations at a standstill and the Jan. 8 free-agent re-enlistment deadline approaching, the Angels and the agents for relief pitcher Donnie Moore have agreed to a last-resort meeting Tuesday in Anaheim, with Moore and Angel owner Gene Autry as added participants. "If it doesn't get done there, it ain't gonna get done," said Peter Rose, one of Moore's agents.

Continuing its efforts to acquire Buckhorn Inc., a Milford, Ohio, maker of plastic containers, Ropak Corp. has raised more than $30 million to finance its cash tender offer for all shares of Buckhorn stock. A spokesman for Ropak, a Fullerton-based maker of plastic containers, said that the company has raised about $10 million more than it needs to buy the stock and pay all related costs.

Seaport Manfred Co., Inc. has pulled out of a controversial $15-million deal to buy developer Douglas Manchester's option to build a third waterfront hotel that was strongly opposed by Mayor Maureen O'Connor. Port District Director Donald Nay said that Seaport Manfred officials notified the Port Commission on Friday that they were pulling out of the deal because the commission failed to meet a Jan. 21 deadline agreed to by Seaport Manfred and Manchester to approve the sale.

Regarding "A system to keep tabs on ships" (March 31): Your article on vessel tracking reported that members of the public and Congress were concerned that the Coast Guard was not making adequate use of a private vessel-tracking service to meet a congressional mandate to meet an April 1 deadline under the SAFE Port Act. Buried in the article was an accurate statement that should have allayed concerns: The Coast Guard is meeting the deadline....

Both the Raiders and Rams fell far short of sellouts Thursday at 1 p.m., the deadline for lifting the local TV blackouts of their home games Sunday against the Denver Broncos and the Green Bay Packers, respectively. The Raiders fell about 17,000 tickets shy, the Rams 9,838, so neither game will be shown in the Los Angeles area. The 10 a.m. game on Channel 4 will be the Patriots vs. the Jets, and the 1 p.m. game on Channel 2 will be the Eagles vs. the Cowboys.

So the Angels have declined to exercise an option on the contract of Rex Hudler but will evaluate him at the end of the season. The "Hud" may not be the best announcer in the business, but his passion and enthusiasm for baseball and the Angels are endearing. After eight years in office, City Councilman Case W. Boogaard has decided not to seek reelection. In explaining his decision Monday, Boogaard cited the desire to spend more time with his family. More than 50% of his time during the past eight years has been devoted to civic affairs, said Boogaard, 40, who was elected in 1978. "I enjoyed my time on the council but these are important years for my sons.
