Property owners can pay their tax bills online through a new service unveiled by county officials Tuesday. Taxpayers may make payments using the new service, called Vcheck, at ttax.co.la.ca.us/ or at lacountypropertytax.com. To pay online, taxpayers fill out an electronic check with their bank routing number and checking account number, and provide their e-mail address.

Hustler magazine is offering $1 million for documentation of illicit intimate relations with a prominent officeholder. "Have you had a sexual encounter with a current member of the United States Congress or a high-ranking government official?" read a full-page advertisement taken out by Larry Flynt's magazine in the Washington Post. The European Union plans to collect personal data on air passengers traveling to or from the 27-nation bloc and store them for 13 years, under draft anti-terrorism proposals to be unveiled Tuesday. The bloc's executive commission will tell EU states they need to collect 19 pieces of personal data on international air travelers including phone number, e-mail address, payment details and travel agent, the draft shows. It does not apply to those traveling within the EU.

Spammers usually hide their e-mail addresses, making them difficult to track down. 2. Plus, some spammers use programs that generate addresses randomly and send messages out looking for active mailboxes.

Eli Lilly & Co. settled charges it violated the privacy of 669 people who took its anti-depression drug Prozac by disclosing the e-mail address of each patient to the others. The Federal Trade Commission said the drug maker agreed to implement procedures to ensure it would not repeat the inadvertent disclosure in June of the e-mail addresses of the Prozac users. The company may be subject to $11,000 in daily fines if it violates the agreement. Lilly shares dropped 84 cents to close at $74.

Gov. Pete Wilson signed into law two bills designed to combat "spam"--or unsolicited commercial e-mail. One measure, by Assemblyman Gary Miller (R-Diamond Bar), prohibits spammers from sending unsolicited e-mails through an Internet service provider's equipment. A bill by Assemblywoman Debra Bowen (D-Marina del Rey) requires senders to include a toll-free phone number or e-mail address and an "ADV" label in the message subject line. Both laws take effect in January.

A Monterey County sheriff's deputy accused of stealing a jail inmate's ATM card used it to buy $480 worth of pornography, the inmate alleged. Deputy Aaron Alexander Urquidez, 34, was arrested after the victim's father learned his Internet e-mail address, sent him a message posing as a woman and arranged a meeting, said Rick Cremona, the alleged victim. Urquidez, an eight-year veteran, was in a Salinas courtroom Wednesday for arraignment.
