Iraq, one of the architects of the Arab boycott of Egypt eight years ago, formally restored diplomatic relations with Cairo on Friday, becoming the second country to do so in the wake of this week's Arab summit meeting in Amman, Jordan. An announcement made simultaneously in Cairo and Baghdad, the Iraqi capital, said the two countries had agreed to restore full relations immediately "out of the belief of developing Arab relations and maintaining national security."
