DeBoi's attempt to stop the construction of Oscoff's house in the Capistrano Palisades failed Tuesday night when the City Council voted 3-2 to allow Oscoff to proceed with his project.

After adopting a fiscal 1992 budget this week showing $11.5 million in general fund revenues, the City Council temporarily froze all spending except for what is needed to keep the city operating. A political newcomer who campaigned on a promise to revitalize an aging section of Capistrano Beach took the lead Tuesday night among seven City Council candidates, preparing to unseat at least one of three incumbents. Karen Lloreda, a 43-year-old homemaker and president of the Capistrano Beach Community Assn., appeared headed for victory in this beach city's first council election since it was incorporated 17 months ago.

Dana Point's city officials on Monday proudly moved to the White House, the nickname some residents have given the newly rented City Hall. The "White House" is actually a new white-frame office building at the intersection of the Street of the Golden Lantern and Acapulco Street. An upstairs suite of offices in the building Monday became Dana Point's first consolidated City Hall since it gained cityhood Jan. 1. "All of our departments are now here together," said John W. To the delight of a group of residents from the city's Lantern Village district, the City Council last week adopted an ordinance banning street vendors from all public places. Vendors such as those operating lunch trucks on private property will not be affected by the ordinance. The council vote was 3 to 1, with Councilwoman Eileen Krause dissenting. Councilman Bill Bamattre was absent.

Smokers won a minor victory this week when the City Council agreed to allow smoking throughout restaurant bars and lounges and on at least half of outdoor restaurant patios. The council voted 3 to 1 to amend the city's stringent no-smoking ordinance for public places that was to go into effect July 1. Under that law, 75% of all restaurant areas would have been off limits to smoking, with a total ban on restaurant smoking due to take effect July 1, 1994.

Seven senior citizens out of a group that has donated a combined 12,000 hours of service to the city in the past two years were honored at an awards luncheon last week. From contributors to the city's Volunteer Interest Program for Seniors, Ray Sandstrom won top honors as the city's volunteer of the year. "I really do find the VIPS (participants) do a phenomenal job," said City Councilwoman Eileen Krause. "They do everything; they're everywhere."

City Councilman Mike Eggers says he can see them coming: more of those late-night council meetings that have been known to extend to 3 a.m. Eggers, a former newspaper editor with 25 years of council-watching to his credit, watched in dismay this week as three of his four fellow council members voted to repeal the 11 p.m. council meeting curfew. "You have to be careful in council meetings if you don't have a cutoff time," Eggers said. "Councils tend to fill the space that is there.

Prospects for a wide-open City Council race in June were boosted Tuesday when Councilman Mike Eggers announced he will not be seeking reelection. Eggers, an aide to U.S. Rep. Ron Packard (R-Oceanside) and a member of the city's first council, became the second of two incumbents to decide not to run. Last week, Councilwoman Eileen Krause announced she would not enter the race. "It is time to move on, to move over, to elect new people with new ideas and new perspectives," Eggers said.
